Ryan Heater serves as the Policy and Legislative Director for the Lieutenant Governor. In this role, he is responsible for overseeing the policy and legislative initiatives of the Lieutenant Governor’s Office and the five agencies that report to the Lieutenant Governor. One of Ryan’s duties is the promotion of policies that benefit one of Indiana’s most important industries: agriculture. He is also responsible for tracking and supporting policy and legislation that benefits rural community development, ensuring that all of Indiana’s small towns get the opportunity to flourish alongside our larger, regional economic zones. With the help of the Lieutenant Governor’s agency directors, Ryan also oversees policy and legislation related to Indiana’s defense industry, tourism industry, housing issues, community development, and small businesses.
Ryan previously served as the Policy Director for Lt. Governor Holcomb and Lt. Governor Ellspermann. Ryan earlier worked as the Association Manager for the Indiana Cable Telecommunications Association where he oversaw association operations and assisted with government affairs activities. He also worked in the Indiana House of Representatives as a Senior Legislative Assistant for four State Representatives. While working for the House, Ryan provided support by working on legislation, staffing the House Public Policy Committee, communicating with interested stakeholders, and helping constituents solve government-related issues.
Ryan is a graduate of Purdue University and the Indiana University Robert H. McKinney School of Law. His hometown is Star City, IN, and he and his wife currently reside in Indianapolis.
